HR Manager

Responsibilities:



Position Purpose
Develop, establish and implement Human Resources Policies, Procedures and Practices ensuring high professional standards, including: recruitment, administration, career plan, training need as well as develop, recommend, and maintain proactive compensation and benefits policies and programs to anticipate strategic needs, induce performance improvement and attract, retain and motivate employees at all levels.
Planning & Organizing
Develop HR Annual Plan by identifying key activities, priorities and risks to be aligned with PSF Strategies (short term & long term) then monitor the implementation and evaluate/ review result to improve performance by taking proactive & corrective actions if necessary.
Develop a short and long term planning for HR areas, to support HR strategic planning in wider scope, including transfer knowledge to subordinate to have better understanding on the planning
Plan, manage and deploy resources in department with reference to PSF Resource Plan & Allocation effectively & efficiently in order to achieve the goals of Department Plan
Review the progress and improves the implementation of Department Plan
Report the implementation of Department Strategic Plan to the director
Support the organizing of committee and special task force
Provide quality data and information timely required for developing PSF-institution wide planning
Budgeting & Financial
Prepare department annual budget and provides inputs for 5 year-projections
Ensure the submission within budget calendar
Monitor and manages department budget realization
Ensure the quality and timely submission of data & information from department required to produce financial reports and analysis
Legal & Compliance
Ensure that the institution’s organization complies with the approved organizational design criteria and best practices; Develops, establishes, administer and implements “Peraturan Karyawan” with related Policies and Procedures manual for the Institution
Ensure the department complies with internal & external regulations.
Ensure that all legal exposures of the department have been duly covered.
Communicate and socialize internal & external regulations to all employees in the department.
Periodically inspect the compliance of department with the related government regulations and other requirements.
Perform immediate remedy on non-compliances found from the inspection.
Do the follow-up of Audit Findings related to compliance issues of the department
Support internal or external audit in performing audit activities in the department
People Management
Performance Management
Discuss the cascading-down of directorate KPI into department KPI and target setting to the department head with the director
Discuss and mutually agrees with the director on the required resources, supports and measurement method & timeline to enable the achievement of KPI targets for the department
Cascade down the KPI to employees and set the targets based on the budget
Discuss and mutually agrees with the employees on the required resources, supports and measurement method & timeline to enable them to achieve KPI targets
Provide the required resources and supports to the employees as agreed
Execute the strategy to achieve target and goals
Monitor and manage the performance of the employees and the achievement of department KPI targets.
Conduct periodic and year-end performance review
Report on department KPI target achievement to the director
Coaching and Mentoring
Perform leadership according to the PSF values and creeds
Create and sustains working culture and atmosphere in the department that nurture PSF values and creeds
Provide feedbacks to direct subordinates to improve their working behavior and attitude
Coach direct subordinates on their areas of improvement
Develop the leadership and capability of the employees to enable career progression
Ensure that the direct subordinates understand the coaching and mentoring given to them and show improvement
Advise direct subordinates to eliminate confusion over what results they are responsible for and what tasks have more important priorities
Training, Development & Further Education
Ensure the implementation of equal opportunity for employees in the department to get training, development and further education
Monitors the implementation of Individual Development Plan of direct subordinates and initiate improvement activities where necessary
Provide the opportunity for direct subordinates under his/her department to participate and contribute in Training and Development activities
Ensure the sharing knowledge and value-add to the institution will be delivered by any subordinates taking development program
Networking & Social Activities
Participate in Compensation & Benefits surveys, meeting, discussion, and consultation relevant outside parties on information sharing and recommending appropriate/competitive compensation and benefits/salary structure.
Build and maintain network with other universities, specifically on managerial level and more to technical issues
Represent Institution when Dealing Department of Manpower or Immigration/Police Department in relations to Expatriate Management
When required, act as a representative of the director for social activities conducted by PSF or other institutions participated by the senior management-levels
Build and maintain network with stakeholders and related parties to ensure information-share and get updated on the latest issues as well as to manage external resources in order to achieve business objectives
Participate and contribute in social activities conducted by PSF or other institutions participated by the manager levels
Talent Management
HR Operations with focus on the following activities:
Identify the activities included in HR operations
Ensure that there will be a clear segregation of duties with employee services
Evaluate and report the result
Integrated Talent Management with focus on the following activities:
Identify activities to be included in integrated talent management
Develop policy and procedure of integrated talent management
Align the activities with OD and HR operations (ensure segregation of duties)
Execute activities of integrated talent management
Evaluate and reports the result
Performance and Career Management with focus on the following activities:
Communicate performance management activities
Ensure segregation of duties with training, development and remuneration
Identify and proposes promotion
Develop and acts as custodian of career path
Evaluate and reports the result of performance management and career management
HR Policy Management with focus on the following activities:
Identify the needs for the required HR Policies and Procedures
Develop the required HR Policies & Procedures
Obtain Approval for HR Policies & Procedures
Communicate and Launch HR Policies & Procedures
Ensure Compliance of HR Policies & Procedures
Act as Custodian for HR Policies & Procedures
Review HR Policies & Procedures and Align with other PSF & Government
Supporting Responsibilities
The Supporting Responsibilities are derived from the process flow and mapping. As such, this section had better be read together with the details of process flow and mapping to ensure comprehensive understanding.Provide support to manage Human Capital Management on the following processes:
Employee Services particularly to get Employee Feedback on the quality of Employee Services activities
HR Policy Management with focus on the following activities:
Distribute non-confidential HR policies & Procedures
Put non-confidential HR policies & Procedures in the portal
Maintain HR policies & Procedures
Internal Communication with focus on the following activities:
Liaise with PR & communication to develop internal communication activity calendar
Manage internal communication activities
Get feedback from PR & internal communication activities
Ensure employee understanding on the communicated HR Policies & Procedure
Orientation for New Employees with focus on the following activities:
Conduct the program.
Prepare, distribute and archive documentation

Requirements:

Min. S1 from Psychology/ Management/Technical Industrial or any relevant disciplines, preferable graduated from S2 from any relevant disciplines.
Min. 5 years work experience in the same position.
Competencies in Human Resources Management, Industrial Relation, and Organization Development.
Reasonable knowledge in using relevant office applications such as Microsoft words, excel, power point, etc.
Good proficiency in English (reading, writing, speaking).
Excellent communication and presentation skill.
Excellent objective analytical skill.
Excellent constructive conceptual skill.
Excellent administrative skill.
Knowledge in legal for non-profit organization and foundation.
Strong leadership skills, People-oriented, ability to work with minimum supervision ad under pressure
